The Boy Scouts Association was founded in 1908 by Lieutenant General Robert SS. Baden-Powell in Great Britain. The Boy Scouts was a youth movement for boys between the ages of 11 and 15. By 1910 the organization had troops in Argentina, Australia, Canada, Hungary, Mexico, Sweden, South Africa, and the United States. Later the movement expanded its gender and age focus with the establishment of the Wolf Cubs (Cub Scouts), Explorers, Sea Explorers, and the Girl Scouts. Scouts learn principles of citizenship and merit and develop skills for outdoor activities. By the end of the 20th century, scouting troops were based in 110 countries. The British Boy Scouts Association commissioner A.H. Gordon established the Boy Scouts in Shanghai. Jewish refugee children from scouting organizations in Austria and Germany became members of the Shanghai branch of the Boy Scouts Association, and the Millington Camp in Shanghai served as camping facilities for scouting organizations in Shanghai. Young Jewish refugees in Shanghai belonged to the 13th Rovers, organized by Alfred Mitler of the British Boy Scouts Association. (en-US)
